How to bump news down to another category?

I'm not sure where this goes, is it Maginot or Coranto I have no idea
so I will post here.

I am setting up a newspage and the main headline on that page
should will be bumped down into the regular news stories when a new
headline is put up accordingly.

how would one approach this type of circumstance?

I would use one category and two different profiles. Set up two profiles, each using news from the same category. The first profile would just generate the top headline (set "Filter By Number" to 1, and configure to use whatever news style you're using for the top headline). The second would have however many items you want to be below the feature headline on the newspage, with "Skip Items" in its profile settings set to 1.
