I would like to know if there is any way to create a permanent visual marker
in the Text submissions field.

I want to make a shaded area or a line or something to indicate the cutoff
point of the snipped region. This way when people publish there news they
can visually see where not to make the publications go all crazy by adding
images and altered formating until they reach a certain point.

can someone help me achieve this?
I went deeper into the belly of Coranto and look! I found maginot.

The only thing I can think of is some javascript that will indicate how many characters they have left before they reach the break. It would also be possible to put something into the entry, such as an html comment, but that would have to be done after the news is submitted so it would only be apparent on modify news.

That'd be getting into some very complicated coding, especially because you can't assume a fixed width for whatever font is being used in the textarea, especially if you're using Webwriter. I'd go with the Javascript counter that some sites use, as LoneOwl suggests (wish I could help you with this but I have yet to learn the language).

You can mod it to include some CSS which would shade the Text input. That colors the whole box though, you can't apply it to only part of the text area.

The options I see are to create a separate CustomField for teaser copy and choke off the amount of copy it is allow to hold or try to cover this in a description field and/or using FieldHelper
